Save funding for the Community Outreach Partnerships Centers Program

Representative Harold Rogers (R, Kentucky) is a member of the House Appropriations Subcommittee on Transportation, Treasury, and Housing and Urban Development, the subcommittee responsible for House HUD appropriations. Michael Hail, a former COPC director at Morehead State, has had an opportunity to inform Representative Rogers' staff of the value and importance of the COPC program. The staff is very supporting of its continuation and has set up a meeting for Michael and the Morehead State President with Representative Rogers next Thursday regarding the program. Though time is very short, this may present an opportunity to save the program in the current budget.

Michael called about the opportunity yesterday, July 21. The meeting is set for July 27. Michael said it would be helpful if we could provide letters of support for the program before the July 27. Preferably the letters would come from our Presidents. But if that is not possible at this late date, a letter from you or any ranking official at your institution would be of use.

If you are able to provide that letter, provide a brief comment of your assessment of the contributions and importance of the program. Brief individualized letters are more effective than a form letter or too lengthy response. Either fax or email the letter. Contact information for Representative Rogers is:

Take Action Now to Help Secure Federal Funding for Service Learning

On May 4th, the U.S. Senate passed H.R. 4939, the Fiscal Year 2006 Emergency Supplemental Appropriations Bill. The spending package funds ongoing military operations in Iraq and Afghanistan and recovery and reconstruction activities in hurricane-affected Gulf Coast areas. Included in the bill is $20 million for the National Civilian Community Corps (NCCC) to continue their disaster relief work in the Gulf through August 2007.

Two amendments were introduced to strike the NCCC funding from the bill by Senator Tom Coburn (OK) and Senator John Thune (SD). Senator Coburn voluntarily withdrew his amendment, and Senator Thune's amendment was defeated this morning, 39-59. Please review the vote tally below and see how your senator voted.

A "Yea" vote was in support of Thune - taking the $20 million reserved for the NCCC, and using it to increase funding for Veteran's Health. A "Nay" vote was in opposition to Thune - sustaining the $20 million to support the NCCC's ongoing disaster relief assistance in the Gulf Coast Region.

The Emergency Supplemental now heads into Conference, where the House and Senate will try and reconcile their individual bills. The House Supplemental provided $92 billion for defense, hurricane recovery and other projects. The Senate measure totaled about $109 billion.
